From La Paz To Cuzco - Can We Go By Rental Car?

H folks.

First of all, sorry about my bad english.

I'm going to Machu Picchu in September and have some questions.
I will start my trip by La Paz I want to know Tiawanaku, Copacabana, Isla del Sol, Floating Islands and Puno (plus any suggestions?).
After going to Puno, Cusco, Sacred Valley and Machu Picchu. I return to La Paz and go back to Brazil (my country).
Can we rent a car in Bolivia? Is it safe? Too expensive?
Can we return the car in Cusco?
May I go bu bus to this places and without guide, just a guidebook? Or it´s better have a local ravel agency to help me?

How can I go from Puno to Cusco? Bus? Train?
And from Cusco to the Sacred Valley? Bus? With some local travel agency?
I'm a little lost, as you saw.
I thank you tips and hints.
